Biography

Jennifer Russell, EISE, CSEP is the Smart Cities Initiative Chair for INCOSE. Over the past 30 years, she has dedicated her work to public service and infrastructure. A West Point graduate, Jennifer has led development and applications of INCOSE’s initiative since its inception in 2019.
